Therefore, actively utilizing advanced scientific and technological means to combat violent and terrorist crimes more effectively has become the focus of attention and research all over the world.

With the rapid development of DNA detection technology and the increasing sensitivity of detection, trace DNA evidence and anti-terrorism DNA databases are playing increasingly important roles in all aspects.

As early as more than a decade ago, the United States has begun the construction of a counter-terrorism database. DNA samples of thousands of suspected terrorists from Iraq, Afghanistan and elsewhere have been collected and preserved in a little-known U.S. government database that is intended for forensic intelligence and counter-terrorism purposes. As of 2005, seven thousand detainee samples had been processed into the Joint Federal Agencies Antiterrorism DNA Database.

Other countries like Kuwait is also ready to strengthen national security measures. On July 2, 2015, the Kuwaiti parliament passed a bill requiring mandatory DNA testing nationwide and a comprehensive database to help the national security department quickly identify extremists. Under the Act, the Kuwaiti Ministry of the Interior needs to establish a database containing information on 1.3 million Kuwaitis and 2.9 million foreign settlers. The bill also stipulates that anyone who violates the relevant requirements will be imprisoned for 1 year and will receive a fine of 33,000 US dollars (about 200,000 yuan). Those who provide fake DNA samples face a penalty of 7 years in prison. It is believed that, the Kuwaiti government will establish a $400 million (about 2.48 billion yuan) contingency fund to implement the law.
